Tried the game in a friend's house, he was having the same issue, no config file to edit.
The game runs at 60FPS in some parts but throttles to a 30fps cap when some effects display, presumably because of limitations in other platforms (maybe ios or consoles need the 30fps cap) but in PC this throttling makes no sense. I was going to buy the game for myself but I stay away from games capped at 30 fps, I can't stand that absurd limitations.
Maybe someone versed in the hex editor can help?

I played through the entire game and NEVER saw the framerate drop significantly. Do you have any specific example? I don't think there's some arbitrary limitation at play at all.

Try this. Works for me:
start the game, change to window mode, then change to fullscreen.

Every time I start the game it runs at 30 fps. When I change to fullscreen as described above it runs at 60.
